Presumably the OTF Group is trying to help developing countries (though one can never be sure in the "NGO industry"). The thing that I always wonder is: Can you actually accomplish anything (helping or otherwise) when all your ideas are obfuscated by language like this?
The again, maybe the OTF Group is a front for the CIA, so they're deliberately obfuscating what they really do.
